Digital sovereignty can be defined as the ability to remain in control of one's choices and values in a digitised society. It implies an autonomous capacity to assess, decide and act in cyberspace (S\u00e9nat, 2019). It can also be understood as a lever for influencing innovation processes. Digital sovereignty requires the necessary scientific, industrial and legal resources. This raises a number of questions about the location of data, the nationality of the companies that use it and the extraterritorial application made of it by certain states. In recent years, the cyber context in which the concept of digital sovereignty must be considered has changed radically:<\/p>\n<ul>\n<li>Digital systems are becoming increasingly complex and dynamic. This complexity is reflected in a high level of interconnection between systems that are often heterogeneous; the supply chain for producing the software assembled in these systems involves a potentially large number of players, even uncontrolled in the case of open software; these systems incorporate components with lower levels of confidence, either because the third-party manufacturers of these components do not offer transparency about them, or because they are legacy components, designed at a time when cybersecurity requirements were lower.<\/li>\n<li>The risks of losing sovereignty in the digital society have multiplied and diversified, particularly as systems have become more complex. In addition to cybercrime, cyberattacks now include state actions with a strategic aim, as well as threats from non-state actors challenging the sovereignty of states. These attacks affect both infrastructures and services (distributed denial of service or DDoS, Advanced Persistent Threat or APT, etc.) and the data they carry and store (disinformation, manipulation, destabilisation, etc.).<\/li>\n<li>In order to strengthen their sovereignty, some countries have adopted different laws (sometimes with extraterritorial scope), doctrines and strategies, depending on their skills, interests, history and the role they want to play in cyberspace and on the international stage.<\/li>\n<\/ul>\n<p>In this new context, the aim of the Chair is to contribute to the debate on digital sovereignty and cybersecurity, through multidisciplinary research at the crossroads between the engineering sciences and the humanities and social sciences, with a view to playing an active part in the national effort to develop a cybersecurity strategy aimed at businesses, government authorities and civil society. Attached to the\u2019<a href=\"http:\/\/www.ihedn.fr\" target=\"_blank\" rel=\"noopener\">Institute of Higher National Defence Studies (IHEDN)<\/a> through its <a href=\"http:\/\/www.fdd-ihedn.fr\" target=\"_blank\" rel=\"noopener\">Endowment funds<\/a>, The Chair is also intended to support the Digital Sovereignty and Cybersecurity (SNC) major at the Paris Business School. <a href=\"https:\/\/ihedn.fr\/formations\/session-nationale\/\" target=\"_blank\" rel=\"noopener\">national session of the Institute<\/a>.<\/p>\n<p><strong>Approach and areas of work<\/strong><\/p>\n<p>Based on a geopolitical and technical analysis of digital threats and issues, the Chair aims to put the conclusions of its work into perspective with French cyber doctrine. In line with this analysis, the Chair also aims to propose tools and solutions likely to help consolidate long-term strategic autonomy.
