The «Law and Open Source Intelligence (ROSO / OSINT)» round table brought together more than 150 participants on 6 March 2024 at the École Militaire (Paris 7e).
One of the aims of the Cyber and Digital Sovereignty Chair - IHEDN is to set up working groups on topical issues of interest to the French cyber community.
In March 2023, with the support of the’Alliance for Digital Trust (ACN), work on the theme of law applicable to open source intelligence (OSI) (open source intelligence, OSINT), aimed at clarifying the legal framework.
Breaking the chains of ROSO!
In fact, according to the players in the sector, the ROSO would be hindered in its development and uses, and even a’self-censorship of the French industry.
Led by Professor Michel Séjean, a researcher associated with the Chair, and Ph. Émilie Musso, The aim of this working group is to draw up an inventory of the law applicable in this area and to put forward proposals and recommendations with a view to adapting legislation and regulations, to remove the legal obstacles to good ROSO practice.
In particular, the aim was to gather the views of players who, in the course of their duties, encounter problems linked to obstacles to the smooth practice of ROSO.
This working group is made up of fifteen or so experts from different backgrounds These include representatives from a number of government departments, administrations and administrative authorities, legal practitioners and representatives of companies active in this field.
The first conclusions of this work were presented at the event.
